This article discusses the long efforts of reconciliation in Palestine between Hamas and Fatah that have been going on for last decade but not yet achieved expected results. The agreed-upon agreements become formalities stop at negotiation stage, implementation stage. research focuses to form a Palestinian Unity Government after 2017 Cairo Agreement during 2017-2020 period. concept used analysis is transitional justice, which closely related issue human rights. study uses descriptive-analytic method examine variables relevant objectives. results this indicate among obstacles establishing incomplete accountability rights violations committed by two groups against each other, existence mutual distrust one another, exclusion other factions from efforts.
